Can you recommend me any free blog host that will not do things like suddenly blocking your site labelling it as spam and refusing to unblock it?
Also I have got 3 equally important requirements:
a) ability to import my existing blog (Atom format)
b) no ads
c) extensively customizable design.
Your ideas?

While I don't know how much different it is than blogger I find that most independent scanlators user a wordpress.com host. Have you looked into them?
Personally I think it would be best to see if you can't team up with a blog like ryuutama, vanilla or LWB and get hosted on their servers. You've done quality work for the most part so I don't see a problem with asking around. Heck, if you want to host it yourself and take some donations you could do that too.

I have decided against hosting on wordpress since they have ads and shit.
I have sent a letter to Ryuutama. I could not find a way to contact LWB or Vanilla from their sites though.

Okay, I'm going to give you some advice that I wish that all of you guys with these sites would take to heart. Go out, get a PAID account. There are host out there that will give you 1000gb of space for only two or three dollars a month. Then get a fourteen dollar website construction software like Serrif. You won't have to worry about getting shut down, no more being blocked, and no more Rapidshare like sites (oh, and drop Rapidshare anyway).
